Responsability:
The commissioning engineer (COM ENG) is responsible for planning / preparing the commissioning, trial run and acceptance inspection / measurements for his scope of work.
He makes sure:
– The personnel assigned to him know the site rules, the safety regulations and the environmental protection measures and perform work accordingly.
– All tools and aids available to him are applied in order to successfully perform and achieve the goals of his assignment as well as for continuous product improvements and cost reduction.
– That deviations from the agreed goals are indicated and corrective measures are initiated by arrangement and with the support of the COM LE.
– That performance feedback of all employees assigned to him is reported to the COM LE.
Tasks:
– Prepare for commissioning as specified in the work instructions.
– Manage, perform, co-ordinate and monitor the commissioning of the specified systems by arrangement with the COM LE.
– Organise and supervise the safe operation of the plant (site rules, safety regulations, shift plan, shift log, etc.) from system turnover from erection until PAC by arrangement with the COM LE.
– Turnover of systems from erection to commissioning and from commissioning to the customer as specified in work instruction by arrangement with the COM LE.
– Perform commissioning according to the specifications and engineering documents, taking into account the safety instructions and the environmental protection measures and the local regulations.
– Ensure that the engineering department is involved in handling technical problems and decisions by arrangement with the COM LE.
– Ensure the commissioning, operation, quality record and feedback documentation are issued.
– Hand over the collected commissioning, quality and feedback documentation and software (originals) with a document list to the COM LE for release.
– Ensure that commercial and technical deviations are reported with a corresponding non conformance report (NCR) which is forwarded and followed up until it is completed by arrangement with the COM LE.
– Keep a diary to record daily work, occurrences, problems, anything special, etc. and a list of pending items.
– Maintain logbooks to record commissioning and operation events as specified in the work instructions by arrangement with the COM LE.
– Provide inputs to the COM LE for the commissioning time schedule and the commissioning staff planning.
– Manage, assess, supervise and co-ordinate personnel assigned to him.
– Manage the handling and inspection of the commissioning test equipment.
– Support and train the COM ENG’s assigned to him.
– Participate in site meetings by arrangement with the COM LE.
– Train the customer staff in operation and maintenance as instructed by the COM LE.
– Check the time sheets of the personnel assigned to him and forward to the COM LE.
– Work off the open item list of specified systems in arrangement with the COM LE.
– Organise the return of all commissioning test equipment as soon as possible by arrangement with the COM LE.
– Provide information to the COM LE for reporting purpose.
– Provide by assignment completion a field service report (FSR).
– Provide experience feedback to engineering departments, the line organisation and the head office for commissioning.
Authority:
– Right to issue directives to the COM ENG’s and other personnel reporting to him in regard to process-technical matters.
– Right to apply personnel requests to the COM LE.
– Right to receive time schedule, cost and objective information pertaining to issues that are relevant to his assignment from the COM LE.
– Right to contact directly the engineering departments and the head office for commissioning for technical problems by arrangement with the COM LE.
– Right to immediately stop work and operation if the safety of personnel or equipment is in danger.
– Right to instruct technically necessary rework or modifications by arrangement with the COM LE.
OPERATING NETWORK :
– The COM ENG reports to the COM LE within the project organisation.
– The COM ENG reports to the engineering departments within the project organisation regarding technical issues by arrangement with the COM LE.
– The COM ENG reports to the head office for commissioning regarding technical issues by arrangement with the COM LE.
– Receives reports of the COM ENG’s and other personnel assigned to him.
JOB PROFIL
Education :
– University degree or equivalent (bachelor / master).
– Completed levels 1 of COMET (COMmissioning )
– Fluent in spoken and written English.
