PURPOSE
Ensure (Pre-contract) that all contractual and administration aspects of the tendering process up to contract award are carried out as per applicable local regulations and CLIENT procedures and (Post-contract) the contracts are executed and closed out in accordance with the agreed contractual terms and conditions.
MAIN RESPONSIBILITIES
Pre-contract:
– To ensure full compliance with HSE policies and procedures and CLIENT Business Principles, and that guidelines set out in the CLIENT Contracting and Procurement Procedure are strictly followed during the tender processes
– To support the definition and document for approval the Project contracting strategy and tactics
– To prepare pre-qualification and call for bids documentation and pre-qualification and tender evaluation specific procedures in accordance with CLIENT Contracting and Procurement Procedure.
– To coordinate the pre-qualification, call for bids, bidding clarifications, technical and commercial evaluation and award processes for Project contracts ensuring timely progress is achieved, including preparation and issuing of BAOSEM announcements, submission of pre-qualification questionnaires and call for bid packages, preparation and issuing of bid bulletins, preparation of Tender Board (Comité d’Appel d’Offres) submissions, preparation of final contract documents, and obtain signature for the execution of the contracts
– To assist in the preparation of the technical evaluation reports and commercial recommendation to award
– To liaise with HSE to ensure that contract documents contain the necessary provisions for contractor to execute the works in a safe an environmentally responsible manner
– To ensure that Risk management in the tender process is carried out
– To develop and maintain performance reporting in the Contracting and Procurement area
– To archive and maintain an audit trial of all tender process documentation including BAOSEM announcements, pre-qualification an call for bid documentation, pre-qualification and bidding communication bulletins, Comité d’Appel d’Offres submissions, signed contracts, correspondence and other relevant documentation
Post-contract:
– To support CLIENT when dealing with claims and change orders and prepare/validate change order documents ensuring good liaison with Planning & Cost Control for cost and schedule impact analysis and change management. Support CLIENT in obtaining the relevant internal approvals as per CLIENT Change Management and Contracting and Procurement procedures. Support CLIENT in the analysis and definition of claims avoidance/mitigation strategies for disputes resolution
– To provide advice to CLIENT on contractual issues and prepare/validate contractual correspondence
– To ensure all contractual certificates, guarantees, bonds and insurances required under the contract are in place in the due time. Prepare certificates to be issued to contractors (e.g.completion certificates, close out certificates)
– To liaise with contractors and project Finance to ensure an overall efficient invoicing process.
– To keep and update the Integrated Master Listing of all contracts, services orders and purchase orders. Archive and maintain an audit trial of the evolution of the contract change orders – taking due care of change orders accepted, under discussion, disputed and rejected , certificates, approvals and other relevant documentation from contract award to contract close out
– Responsible for the input of all contractual data needed to be provided in the SAP system for establishing commitments and their follow up
REQUIREMENTS
– Appropriate major contracts preparation, negotiation and administration knowledge
– Excellent knowledge of written English. French is highly considered
– Good communication and negotiating skills, ability to work in multicultural teams
Senior Specialist:
– At least 15 years relevant working experience of which:
– Minimum 10 years in development projects for the Oil & Gas industry
– Bachelor Degree in Engineering (preferably Mechanical, Petroleum or Chemical), Quantity Surveying, Finance, Accounting, Law, Economics, or Business Administration Specialist
– At least 10 years relevant working experience of which:
– Minimum 7 years in development projects for the Oil & Gas industry
– Bachelor Degree or equivalent with appropriate professional qualifications in Engineering (preferably Mechanical, Petroleum or Chemical), Quantity Surveying, Finance, Accounting, Law, Economics, or Business Administration
