Production Procurement supports the commercial ambitions of GSK by providing procurement services to the manufacturing sites for production materials, and indirect goods and services. The key mechanisms for this delivery are the sourcing and selection of suppliers, supplier relationship management, and risk mitigation. All Procurement activity is managed by Commodity Managers & Buyers from central locations across Middle East & North Africa.
The Site Liaison Manager (SLM) serves as the primary link between Production Procurement and the site and is critical to the success of the Procurement organization. The SLM is responsible for ensuring that the site’s priorities and business requirements are clearly understood and that Procurement activities are aligned appropriately. This role requires high level stakeholder management and influencing, good analytical and project management skills, and the ability to build strong working relationships with stakeholders both at the site (i.e. Site Leadership Team, Quality Assurance, Supplier Quality, Finance, Regulatory Affairs, Technical, etc) and across Procurement.
SLMs are based at the manufacturing sites, but report in to Procurement centrally (SLM Lead), with a dotted line reporting in to the Site Director (extended member of SLT)
Key Accountabilities :
– Serve as the main Procurement point of contact for the site and the primary site contact for Procurement-
– Delivery of site procurement plan and savings targets
– Alignment of Production Procurement activities with site priorities
– Development of monthly site savings forecast and review of site financials with SLT
– Resolution of Procurement-owned supply issues
– Ownership and management of material supply risks
– Delivery of excellent customer service to site stakeholders
Responsibilities :
– Attend key sites meeting to ensure full alignment coordination of procurement impacted activities (daily supply meeting issues, Departmental Tiers, SRM, Quality Council…).
– Drive and monitor implementation of Procurement activities (i.e., projects, TIP 0, strategy implementation) at site.
– Monitor purchase price variance (PPV) and identify opportunities to reduce material costs.
– Support and monitor when required the Non PPV for Opex.
– Identify, drive, Implement and monitor local & regional savings opportunities, including Value Engineering, Inventory Reduction, Working Capital Initiatives…
– Provide regular procurement updates (financial, supply issues, risks, key project updates, etc.) to the site leadership team.
– Understand the sourcing strategies and supply issues/risks for all production materials for the site.
– Track and report performance metrics for key suppliers such as QA, OTIF, Complaints, etc…
– Ensure site compliance to issue escalation process. Escalate 2nd touch supply issues, as needed.
– Communicate key site information (e.g., site strategies & priorities, budgets, financial targets) to commodity teams.
– Support site finance with annual budgeting and standard setting processes.
– Input into Project Investment Proposals, as required.
– Assess contract coverage for key materials and services and highlight risks with commodity managers and the site
– Assist sites with material costs for new products and work with commodity teams to establish supply chains, as needed.
– Advise site staff on relevant procurement policies, ways of working and responsibilities. Conduct training, on procurement policies, as required.
– Lead and coordinate procurement strategy events and cost reduction reviews.
– Support key supplier relationship management
– Share and implement best practice across the SLM community.
– Support data accuracy within site’s systems.
Complexity :
– Coordinating support from multiple commodity teams and working within a matrix organization.
– Developing and managing relationships with other Procurement staff remotely.
– Any interruption of supply results in immediate and extended impact on GSK revenue stream.
– Understanding different perspectives and managing the expectations of all stakeholders, both within Production Procurement and the site.
– Managing interfaces between Procurement and the site.
– Adapting and responding to regularly changing business requirements.
– Balancing both strategic and operational requirements.
– Being part of a remote team. SLMs are site based, but report in to Procurement with a dotted line to Site Director.
Basic Qualifications :
– Bachelor’s degree in Business, Finance, or Supply Chain Management.
– Minimum exposure to Quality.
– Minimum 3 years Procurement experience (finance acumen/Procurement policies.
– Thorough understanding of procurement strategies, supply risks and/or supply chain management.
– Understanding of manufacturing operations and related functions.
– Experience influencing and managing senior stakeholders.
– Strong verbal and written communication skills in English.
– Experience facilitating groups of individuals to create solutions, and delivering continuous improvement programs.
Preferred Qualifications :
– Experience working in a GMP environment.
– Project management experience.
– Customer account management experience.
– Experience working in a multi-national organization.
– Sound practical knowledge of Six and Lean Sigma, OE capability.
